Gold lion creation

My question is about creation gold lion. My guild's friend have fire dragon +11 and can't create gold lion. Chaos machine or even npc can't make anything. Can you check this? Or if he is doing something wrong, can you please tell what to do to create it? Thank you ❤️

Problem maybe solved, he had normal seal, and he have rare dragon, thats why it dont work. Im sorry for miss 😄 But thank you, now i know how it works and i can help in future other players with "same problem".

Normal Dragon (blue) to pierce lion (blue)

He requires a fire dragon+11 and a Pierce Lion (Rare) Seal. Not the one from the X-Shop. It is only available on website

Soo, if i get from GR reward gold seal, it wont work? or?
